It is also true that the user has influence here which goes beyond that of typical applications. So, I'd say OpenAI is the data processor and both it and the user are Controllers, but maybe we should have a lawyer weigh in. 😀

The end user would be a Controller since they provide the instructions about processing activities and are responsible for processing.
